I’m sure someone has already mentioned this, but Windows Hello doesn’t just use a webcam as you mentioned. That’s why it’s not supported by every Windows laptop that has a webcam. It uses an infrared camera to recognise you. I don’t know how exactly it uses that to recognise you, but it is more sophisticated than say the old face unlook we had on Android back in the day which just looked for your likeness and could be fooled by photos.
I remember when I was a kid, Lucky Charms made their marshmallows smaller. They sold it as ‘now you can have more!’. Then later, they made them the original size again and gave themselves a massive pat on the back for making the marshmallows bigger. That’s when I learned the way the world works. Apple just pulled a Lucky Charms.

Just wanted to point out that Windows Hello uses IR sensors instead of “just webcams” so it’s probably not as insecure as you thought
